Operation Choke Point is an attempt by the Justice Department and other regulators to hold payments companies and financial institutions liable for the fraudulent actions of merchants.  ETA has actively sought to raise the alarm about the potential impacts to consumers and merchants from an overly broad use of enforcement authority.  ETA has worked directly with regulators to create the ETA Industry Guidelines and Best Practices document that demonstrates the commitment of the payments industry to combat fraud.
