Frank Asks to Review Interchange Bill |
In a move that's likely to slow efforts in Congress to pursue interchange legislation this year, House Financial Services Committee Chairman Barney Frank (D-MA) has asked House Speaker Nancy Pelosi (D-CA) to refer H.R. 5546, the “Credit Card Fair Fee Act of 2008,” to his committee for review. The bill, which lays out new rules for negotiation of credit card interchange rates and fees, was reported out of the House Judiciary Committee on July 16. If the referral is approved, HR 5546 could not go to the House floor without without approval by Rep. Frank's committee. At this time there is no word on the fate of the referral request. ETA will continue to monitor developments related to this bill and work to educate members of the House Financial Services Committee on the adverse impact of this legislation on the payment processing industry.
